blake wallace - founder & CEO
Blake Wallace is the Founding Director and CEO of Better Futures Shoalhaven, driving a measured and mission-led approach to community-focused housing solutions. A licensed builder with 17 years of experience in the industry, Blake has gained valuable expertise across various projects, equipping him to drive this initiative forward.
Passionate about solving the housing crisis, he has spent significant time developing the Better Futures Shoalhaven model— researching, learning, and refining every aspect to ensure its success. His understanding of the many moving parts required to bring this vision to life, combined with an entrepreneurial and innovative mindset, enables him to navigate challenges and create sustainable solutions. Dedicated to making a meaningful contribution, his leadership is helping shape Better Futures Shoalhaven into a thoughtful, community-first organisation focused on practical solutions and long-term benefit.
paul ell - chair
Paul Ell is a lifelong Shoalhaven local with a deep personal connection to the region and a strong commitment to social equity. Growing up in public housing in East Nowra and supported by The Smith Family’s Learning for Life program, Paul’s lived experience continues to shape his passion for housing affordability, equal opportunity, and community development.
Now a Senior Associate at RMB Lawyers — the largest law firm in regional NSW — Paul specialises in estate planning and property law, and was admitted to the Supreme Court of New South Wales in 2015. He brings extensive governance experience to the Better Futures Shoalhaven board, having served as a councillor and Deputy Mayor of Shoalhaven City Council, as well as in leadership roles with organisations including the University of Wollongong Council, UOW Pulse Ltd, and the Shoalhaven and Districts Law Society.
Paul is passionate about using his legal expertise and lived experience to support initiatives that create real opportunity and long-term impact for the Shoalhaven community.
rebecca lockart - director
Rebecca Lockart brings over 15 years of urban planning experience in both the private and government sectors, making her a valuable addition to Better Futures Shoalhaven. She plays a key role in managing large-scale land subdivisions and residential developments, giving her an in-depth understanding of the local planning landscape.
Now a Principal Planner at Allen Price, Rebecca works on some of the Shoalhaven’s most significant development projects. Her expertise in navigating complex approval pathways, provides strategic direction for BFS developments, helping to shape projects that are well-planned, compliant, and efficiently delivered. With a passion for sustainable, community-focused growth, Rebecca’s insights will support BFS in streamlining development approvals, unlocking land opportunities, and advancing innovative housing solutions.
nathaniel hampton - director
Nathanial Hampton, a proud Wandi Wandian man raised in the Shoalhaven, is deeply connected to his heritage and community. He is passionate about creating opportunities in housing, employment, and community development. As a project manager of a leading Indigenous owned construction company, Nathanial brings practical expertise in project management and a deep understanding of cultural values.
His skills are invaluable in fostering collaboration with stakeholders. Beyond his professional role, he serves as President of a local junior Rugby League Football Club, dedicating his time to mentoring young athletes and strengthening community bonds. His leadership and dedication make him a great advocate for meaningful, community-driven change.
Anthony van Breugel - director
Anthony is a finance professional with more than 20 years of experience across banking, lending, and business. With formal qualifications in accounting, he brings strong financial understanding and practical insight into housing finance.
As Branch Manager of a local community bank, Anthony has deep ties across the Shoalhaven and extensive experience with shared-equity lending. He played a key role in the NSW Shared Equity Home Buyer Helper program, helping buyers in unique circumstances purchase their own homes. His expertise in finance and commitment to community outcomes support Better Futures Shoalhaven’s goal of creating lasting, affordable housing opportunities.
